The present study aims to analyze the main industries of Paraná, highlighting the conditions favourable to tecnoeconômicas small-scale operations, aimed at local development. Analysis was made with the measurement of productive clusters in different meso-regions of Paraná, through Locational quotient (QL) based on total employees, in 2011, for economic activities (four digits) of the CNAE, relating to extractive and processing industries. Five major types of industries stood out: resource processors scattered; products that serve the local markets; manufacturing operations which are separable; simple Assembly, composition or finishing operations; and differentiated products. Faced with the potential of small manufacturers studied, development policies and measures are introduced to the Paraná.
